Private Relay is Active now Your IP address is hidden and your Safari browsing activity is protected

I am getting the Private Relay is Active now Your IP address is hidden and your Safari browsing activity is protected message while I am not browsing the internet or even using my phone, why is this?

iPhone 13 mini, iOS 15

Your iPhone may have lost Wi-Fi or cellular connection and then reconnected to the internet. The notification that you received is to inform you that Apple’s Private Relay is Active (once again) and your browsing activities through Safari will be protected. This does not mean that Safari is active. It just means that the feature is active and ready for your next session of Safari usage.
