It depends upon why it is locked.
● If a message says "your account has been disabled in the App Store and iTunes Store" or "You cannot login because your account has been locked", then you must contact Apple; you cannot resolve this yourself. 2. Select: Disabled Apple ID
3. Select: ”The Apple ID is not active" alert
4. Select: “Continue”
5. Select a chat or telephone call option.
