4K Display on 2013 Mac Pro has Flickering Lines

As soon as I scroll a browser window, white streaks flickers on the right side of my display. The only solution to stop that is to set down the refresh at 30 hz.

In an old post, someone said this: «Those single-pixel-high streaks are typical of display-memory under-runs, where the display memory did not respond in time and the data had to be blanked for one screen refresh period. In the old days, those would have been dark streaks that lasted only one refresh period. With Dark Mode it is harder to diagnose, because they are sometimes reversed into light streaks (harder to ignore). »

Does someone understand this and what is the solution? Thanks

What brand/model is the 4K display and how is it connected to the Mac Pro...?

This sounds more like a poor or weak connection, than a display or gpu problem.

If you are using HDMI to HDMI..?

Replace the HDMI cable with a short (1 meter) premium certified HDMI cable.

If you are using Mini DisplayPort to DisplayPort or Mini DisplayPort to HDMI..?

Replace the Mini DisplayPort adapter cable or the adapter and cable combination with higher rated ones.

That is NOT the case. All Displays are refreshed by display generators that are on ONE of the two GPU cards. Refreshing displays, including very larger display, is not a Drain on GPU power, just memory bandwidth.

Editing Videos or computing 3-D models is WORK, and well-designed software can use both GPU at the same time to do such work.
