I bought 15 pro. Now they're asking money for the password. I have documents for it and I know the first SIM card

Bought it from whom? To me it is sounding like this may have been a stolen iPhone. The SIM card has nothing to do with this and the only documents that might help you would be the original receipt from Apple to the first owner.

If you see a "Locked To Owner" message, one referring to iCloud locked, or activation locked:

Take it back to the person from whom you received it. Get them to do the things in this support article or ask for a refund --> What to do before you sell, give away, or trade in your iPhone or iPad - Apple Support There is no way to discover the owner of a device unless they left a message to display on the device when it is turned on, or the person who gave you the device knows them.

Unless you have the account information that set the lock, the original receipt from Apple, or can demonstrate legal inheritance from a deceased owner, you cannot remove the lock; recycle the device. You're not providing enough details for us to be able to tell what exactly is going on here. How are "they" contacting you?

Military or not doesn't really make any difference here. We will help you if we think we can and if you provide enough background so we can determine your exact situation. If this is a case where you were victim to a phone hijacking attempt and they have control of your account, that needs different handling. You can try to recover access to your account but in the end you may simply have to provide Apple with the original receipt you got when you purchased the phone and ask them to reset it.

By the way, Apple doesn't participate in this support feature, only other people like yourself. Try to use the self-help features I provided and if they fail then you will have to contact Apple. However, realize that they will require proof according to the criteria they set that you are the owner of the phone.

Apple can completely reset a device if a person can provide sufficient evidence of valid ownership. Do this online at: Activation Lock support request - https://al-support.apple.com/#/additional-support Apple says, "Proof of ownership documentation is required," but does not detail what currently constitutes proof. Apple may typically require the original receipt* issued by Apple or an Apple Authorized Reseller. If Apple resets the device this will give you access to the device but won't restore access to the account used to lock it. There is nothing that can be done to expedite an Activation Lock request.

If this was a second-hand iPhone purchase, that too often means buying a problem, or means buying a brick when Activation Lock or a carrier blacklist or such is involved. We can’t help with this, and Apple won’t help. Recycle it.
