I am not subscribed to Apple Music but have bought some songs. They will not sync with my new iMac.

With regard to iTunes purchased music any unhidden, undownloaded content will normally be shown in your library allowing you to stream or download on demand. Check the view menu to make sure that you haven't selected Only Downloaded Music. If needs be see Hide and unhide music, movies, TV shows, audiobooks, and books - Apple Support to unhide any hidden content and Redownload music - Apple Support to download it to local storage.
If there is other media on the iPhone that you cannot recover from a previous computer or backup see Recover your iTunes library from your iPod or iOS device - Apple Community. The easiest method for any music may be a temporary subscription to the Apple Music service, merging the music on the device into an iCloud Music Library which you then download to a computer and backup for security.
