Highlight on Books PDF removed after restart on my iPad

I always had my books saved as pdf in my ipad and macbook. Everytime i highlight the book pdf in ipad, it will always restart and erase my highlights. Waste my time to scroll back to the page i was reading and highlight the points all over again

Highlighting a pdf in icloud files is saved only some of the times even when exiting via the highlight tool When I markup files or PDFs in the files app on my iPad, using iCloud Drive, sometimes the highlights save and sometimes they do not. When I exit through the highlight tool icon (to turn off highlighting), sometimes it will say saved to file. Other times I wait for it to save, but it never saves. I have reopened the highlight tool and closed it again and it still does not save. It seems to work the first few times then stops. Is there a way to force it to save?

Disappearing Mark Ups in PDFs My highlights, notes and annotations disappear when viewing a PDF on an iOS device. This bug was seen w iOS 11. So distracting loosing hours worth of work when you’re giving a presentation and your highlight notes aren’t highlighted. Anyone else seeing this/having this issue?

PDF will not save in Books I am able to download and open a pdf in Books on my iPad (the default program that comes with iPad), but once I’m done reading it, it disappears. I can’t find it in my Books library or downloads, or anywhere else within Books. I have not had this issue with other PDFs. Usually when I download a PDF to Books (which I’ve done many times), it is saved automatically to the downloads area and I have the option to move it to another folder. But, with this particular PDF, I am only able to read it once, and then it disappears, nowhere to be found within Books, until I redownload it again online. I’m pretty sure it’s not a space issue, since I recently reset my iPad and have almost nothing installed on it. Anyone know whats going on here? The PDF in question is the “downloadable rules” pdf available on this page: https://ionsmg.com/products/bios-origins-second-edition (It’s the rulebook for a boardgame. I’d post the direct link here, but it links to a Dropbox folder and so the direct link address probably looks scary.)
