Express Mode wont stay on with ID

When I use my university ID for door access I’d like to be able to use on my iPhone 6 Plus it without authenticating with touch ID every time. However, when I turn it on, as soon as it exits the ID menu in Wallet, I can’t even do a single scan in in express mode, and when I go back and check the settings, express mode has turned itself off again. Any ideas?
