Probably not. If you bought them off the rack at a retail outlet they were likely stolen, compromised, and then returned to the rack, then activated by the thief after you paid for them. Gift cards from any merchant (restaurants, gas stations, etc.) are non-returnable and non-refundable in almost all states because it can be used for money laundering. If the card is defective and you can provide the necessary information, Apple will effectively reissue the cards so they can be used for their original intended purpose of purchasing Apple products and/or services.
Face it. You were scammed out of $200 and Apple is not responsible for making you whole. Apple did not sell you the gift card. You bought it from a third party retailer. Demand that retailer refund your money for not securely storing the gift card from thieves.
And this is true for any gift card from any company available in a retail store, not just Apple.

Posting the same message multiple times is not going to get a different response. If your complaint is with the retailer not giving you your money back, you will have to continue to deal with them. That is not something Apple can force the retailer to do and Apple is not going to give you any money back. Apple will help you with the Gift Card if part of the code is scratched off. That is all you can do.

Use the link that was provided to contact Apple when the numbers are not readable on the card. They can assist you with using the card.

You cannot get a refund on any Gift Card and they are not redeemable for cash. What can be done is to solve the problem of the numbers scratched off so it is usable like was intended when purchased. Why are you opposed to making that happen?
Only the seller will know for certain, but it's likely because dishonest people would easily be able to abuse that if it was allowed.
