If you believe the charge to be fraudulent, you claim it with the issuer of the payment method (credit or debit card) that was used. Call the number that is printed on the back of your credit or debit card.

The bank that issued the card used, approved the fraudulent charge, and will be the organization that offers fraud protection.

When a merchant receives a charge/payment, they rely on the bank to determine if the charge is fraudulent. Merchants have very little if any ways of determining if a charge is fraudulent.
