512GB is the raw capacity of the drive from the factory. This is what appears in the tech specs.
494.38GB is the usable capacity after the raw drive has been formatted.
The difference is perfectly normal, has been as long as there have been drives. No drive, whatever the raw capacity, has the full, raw capacity after it has been formatted.

Some of your memory is used to house the operating system and other software and cache.
512GB is a hardware number. 494.38 is not.
