Using a modern Mac or PC, download the "Sierra 10.12" .DMG installer. Don't run the installer. If you're on a Mac that unpacks the .DMG file or runs the installer, quit out of the installer. Copy the .DMG file as is onto a USB flash drive, or onto a external drive that's been formatted using HFS+ (not APFS – Lion is far too old to understand it).


How to download and install macOS - Apple Support


Move the USB flash drive over to the old MacBook Air. Copy the .DMG file onto the MacBook Air. Open (mount) the .DMG file and run the Sierra installer on the mounted disk image.


Once Sierra is installed and running, make a bootable clone backup of the system to a spare external drive using Carbon Copy Cloner or SuperDuper!


Then, on the MacBook Air, visit the "How to download and install macOS" page and use the "High Sierra 10.13" link. With any luck, Sierra's versions of Safari and the App Store will work well enough to let you use that link. Once you have High Sierra back, you may want to make a bootable clone backup of it, so that if you ever find yourself needing to recover in the future, you can use the backup to help you recover.
