I have upwards of 26,000 songs in my iTunes library. When I synch my music onto my phone (which has a 500gb memory) only 24,000 migrate. I am quite sure that it is because the songs that won't move are iTunes purchases and I do not have a subscription to Apple Music.
If this is the case, Apple are going a long way towards turning me off their products. I have paid for this music and yet can't move it to my iPhone. I am expected to pay more.
You do not need a subscription to Apple Music to purchase music from the iTunes Store. Any music that you purchased from the iTunes Store should be available for a free redownload as long as you use the same Apple ID:

If there's an issue when you redownload apps, movies, or other content from Apple - Apple Support
That is different from music that you lease with an Apple Music subscription. That music is copy-protected to only run on approved Apple devices. Once your subscription to Apple Music expires, all that music goes away.
