I cannot download the apps store app
There is no App Store app on my homepage and I want to try to download it and I cannot get it downloaded

See if you find it in the App Library (the last page of the Home Screen.) If so, drag it to the Home Screen.
If you can't find it, go to Settings > Screen Time > Content & Privacy Restrictions and turn off Content & Privacy Restrictions at the top of the screen.
