App Store tied to old Apple ID

Switched to a new Apple ID but my old and some new apps downloaded from the App Store are tied to old Apple ID. The only purchases shown in the new ID account App Store are two downloads done recently. All previous downloads and three new don’t show up as purchases under the new ID. Tried deleting apps and reinstalling under new ID. Signed out of the App Store and back in using the new ID, even though the new ID displays correctly. Deleted the app, rebooted the iPad and reinstalled an app to no avail.

Purchased Apps are permanently associated with the AppleID that was used to purchase them. App's cannot be transferred to a different AppleID.

If you are using a different AppleID, Apps must be purchased again from another AppleID - although, if you setup Apple Family Sharing, some Apps can be shared between AppleID accounts that are added to the Family group.

Removed the app purchased under old ID and purchased again under new ID should have resolved this but didn’t. Never use family sharing.
