smooth scrolling using arrow keys not working in pdf reader app called highlights and also preview app
how to rectify this-- the jittery, non smooth scrolling using up/down arrow keys

Not sure what you are expecting here. The arrow keys are not exactly meant for "smooth scrolling". They move your file in discrete increments. For smooth scrolling use two fingers in the trackpad.
Are you seeing the keys behavior being different from what it was before? Or just expecting them to work in a different way? It is hard to grasp from afar what jittery behavior you may be seeing, it may be normal or not.
