Having transferred your data and settings from your iPhone your new iPad, in rare circumstances the download and installation of associated Apps can appear to stall.

Try a long-touch (i.e., touch and hold) of any App that appears to be stuck; next select Prioritise Download. This will usually kick-start and complete the App installation process.

It’s a internet issue you must connect the iPad s real WiFi connection no to the iPhone because it’s to slow to perform downloads in one shot

You have asked us to guess a whole lot about your situation - what you tried, what you saw, what worked, error messages …

We don’t even know if Facebook is the only app causing issues, or the only app you tried …
