Contact editing on child phone

Allow contact editing is always enabled and won’t toggle off on child phone. When will this be fixed? I have disabled screen time on both childs phone and my phone and reset the child phone and restored from iCloud and then enabled again but allow contact editing still won’t stay disabled.
