Screen time app store not showing up

My phone is parental controlled, and ive been trying to download apps, but when I enable downloading apps in settings, the app store doesnt show up. However, when I turned off content and privacy restrictions completely, it showed up. but that isnt a permanent option. is there something else not letting me to add the app store?
