Option + C is not a cedilla anymore?

I got a Mac Mini and I used the keyboard normally to write in Portuguese, which requires a lot of cedilla (ç). I have a QWERTZ keyboard and I used OPTION + C to write my cedillas. I don't know why now when I use OPTION + C it brings forward a page or app that was minimized or in the background. To make the cedilla now I need to hold the C and choose my option but (I know it's going to sound silly) it takes longer and it's kinda annoying. I tried restoring all my keyboard shortcuts, I tried changing the language but it didn't help. Can anyone please help me? I'm using Ventura 13.5.

Mac mini, macOS 13.5

I discovered the problem!!! Thanks for all the inputs, you helped guide me in the right direction.

The problem is one specific app that I installed (Motion). It comes with its own shortcuts and I never noticed it. Because I use it every day all day long, it was affecting my OPTION + C. I closed it and the cedilla was working as it should.

I have rearranged the shortcuts of the app and now everything is working perfectly.

I found out because you were telling to check the shortcuts and I couldn't find anything so I Googled specifically keys that bring forward minimized windows. With a few tries I could see that this app was the problem.

Thanks again!!
