"Always Allow" not available for "Allow Location Services" in Calendar

Since the last software update I get daily pop up for my calendar whether to allow location services. Only giving 3 options, none which I want "Always Allow", it's not one of the options! and I cannot find it under Settings or Privacy to change it to "Always". I've tried shutting off and rebooting. Didn't help
