How do I delete an app but keep it in the Icloud storage?

I want to free up storage from my phone but I don't want to delete the data on the app. To clarify, I want to be able to uninstall the apps that I have but be able to have it backed up to an icloud, but the data not taking up space or storage on my actual device, but to have it deleted on my iphone but not my icloud itself

iPhone XR, iOS 14

See the information in the "Use your device to check its storage" section of How to check the storage on your iPhone and iPad - Apple Support about "offloading" apps including the following excerpt:

  • Offload the app, which frees up storage used by the app, but keeps its documents and data.

There is no other method which would uninstall an app and backup its data to iCloud and not use storage on your device.
