My App Store has been missing for a while. I’ve searched for it, it’s not on my phone. All permissions are on, yet it’s still not there. I’ve updated my phone, reset it, nothing is working and most of the apps I use are unusable now since they need to be updated and I literally cannot update them.

Go to the App Library (the last page of the Home Screen) and, if you see it, drag it to the Home Screen.
Otherwise, go to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases and make sure Installing Apps is set to Allow. If that's already the case, o to Settings > Screen Time > Content & Privacy Restrictions and turn off Content & Privacy Restrictions completely.
