Payment Not Completed On iPhone 15 Pro

Whenever I try to buy something through books or the App Store I get the dreaded "Payment Not Completed" message. I've tried removing payment options to no avail. The strange thing is that I can buy these things on my iPad or Mac using the exact same Apple ID that has the exact same payments set up as on my iPhone so it's specific to the iPhone. Anyone have any ideas? I've tried everything suggested on this forum found in similar posts but nothing works.
