My Macbook air dock is fuzzy/hidden

I’m struggling for a way to describe my problem. Since the last IoS update, I have a horizontal fuzzy bar that covers my dock on the screen. I can see the icons but when my cursor moves across them, they are blurry/fuzzy and leave a trace behind. It’s annoying and I cannot find a way to fix it. I haven’t seen any other person talking about this issue either.

I have tried reinstalling IoS. I have tried back up. I have tried everything with display settings and nothing.

Weird thing is, it doesn’t show if I take a snip, only if I take a picture, see below. Please help
