icloud.com/find doesn't show location

I cannot get icloud.com/find to display device locations. I've collapsed the devices for privacy reasons, but on the left I have a list of 8 devices and 4 of them correctly say online, but all of them say no location found and the map shows as in the photo. If I use Find My on my phone it properly shows all the devices' locations. I'm testing this for travel. In case I lose my phone, I'd like to be able to use my partner's Android to find it. I've tried on both Chrome and Safari, on both my Mac and my iPhone.
