apple does not really have a history of adding support for previously unsupported devices later on.
No one here knows what plans Apple may have for anything. Apple disclose their plans only when they are ready. Anyone who does know those plans will be prevented by non-disclosure agreements from commenting. Anyone commenting therefore does not know any more than you.

For iPad, in addition to other hardware requirements (such as having an M-series or A17 Pro CPU), the device requires at least 8GB RAM. An iPad9 has only 3GB RAM - and is therefore fundamentally incapable of supporting Apple Intelligence.
As for beta releases of iPadOS, public betas are available for all devices that support iOS/iPadOS18. However, installing a beta release on your devices will not expose features or functionality (such as Apple Intelligence) that are not supported by your device or its hardware.
Once again, without a required Apple device, you will not get Apple Intelligence features on your device.
Probably not, considering the limit is performance, not recency. The iPad 9th Gen just doesn’t have enough power to run Apple Intelligence, and it won’t get any newer or more powerful.
I have the same iPad with you, and I know that Apple intelligence doesn’t work with this iPad, because it has an A15 chip.
So you can only get the iPadOS 18.1 update but not have Apple Intelligence?

Not on a 9th Generation iPad. Not now. Not in the future. You must own an iPad with a M1 Chip (iPad Air 5, or iPad Pro with M1 (or higher M Chips) and the very newest iPad Mini 7, which was introduced in the last couple weeks. Any device older, simply doesn't have the RAM required to run Apple Intelligence.
