Why does my iPhone or iPad prompt for app updates but show the latest version?

On my iPhone and my iPad I want to go download an app but when I do it says I need to update them but when I go to setting and try it says I have the latest Version

You may have the newest version that will run under iOS 15 that your iPhone 7 supports, but there are newer version(s) that will run under iOS 17 that is the current system version. Your phone cannot run iOS 17 (it is too old). Some Apple apps recently stopped working on any model that couldn't run at least iOS 16. Other apps still run but will show the message you are seeing.
