Why does my iPhone show "account disabled" for my Apple ID?

My iCloud id id disable. This is my apple id:-se**********@icloud.com

I try many time to recover it. But I failed please help me to enable this id. With this problem my iphone has been locked and when I enter correct id and password it shows your account has been disable. Please enable it
