Unable to download the latest xcode

The new version of xcode, can't be downloaded into my MacBook pro macOS: 13.6.7

I am restricted to receive any update on my laptop and software for this matter.

The current Xcode 15.4 in the Mac App Store now requires macOS Sonoma 14.0 or later. The last Xcode compatible with macOS 13.6.7 was 15.2. You will not receive any further updates via the Mac App Store on Ventura for later Xcode releases.

If you don't have Xcode 15.2 yet, you can directly download it from the Apple Developer site.
