How to register my contacts w. iMessage on iPad 4?
I have an oldie but a goodie iPad 4. How do I register my contacts in iMessage so i can send a message? The name is in red and the little blue button is grey.

You can't do that for them. They have to do that by signing onto their Apple devices (iPhone, iPad, or Mac) or giving you their existing Apple ID to use for communicating with them.
If you have an iPhone in addition to your iPad, you can set your iPhone to relay to non-Apple devices that are reachable via the SMS/MMS system (pre-internet phone system text messaging), you can set up Text Message Forwarding on the iPhone so it acts as a go-between from the iPad to the SMS world.
