You can always force quit a shutdown by holding the power button/TouchID for ~6-10 sec.

Force Shut down your Mac. Restart as normal and compare your results.

You need to press the touch-id sensor deeply, and hold for about ten seconds.

Every other shutdown keyboard shortcut is more complicated AND includes that same power button.
