I've contacted both my bank and apple cash support multiple times. No internet searches are helping either and I'm finding this problem to be ridiculous. My Apple cash account has been restricted my Bank says theres nothing they can do and apple customer supprt has said the same. Can i just disable my apple id and then set up anew apple id to get rid of trhe restrictions. If some can restrict an account then it should be able to be reversed regardless.
Then by all means, go for it.
But don’t be surprised when you run into difficulty w/ the “Verification” phase …
… that’s where the issuer performs their Federally-required “Know their Customer” requirements.
Life is often unfair and the regulations are quite draconian.
Suggest you put it behind you and move forward.
Anything else will likely be a frustrating exercise in futility.
A private bank (Green Dot) has chosen to terminate their business relationship with you.
No entity can force them to reverse that decision.
It sounds like your AppleCash was restricted by the issuer; Green Dot Bank.
Presumably they at least suspect some violation of the Terms of Service and/or U.S. Federal Banking Regulations.
FYI, the regulations require that fairly draconian measures be taken by the issuers with essentially none of what would generally be considered “Due Process.”
Changing AppleIDs will not make a difference as any “ban” is on you personally.
Ok so what can I do then?
Resign yourself to not using AppleCash.
The odds of you ever determining the details behind the ban - much less reversing the decision - are virtually nil.

I can only have 1 account registered at a time but I can have another Account is what it says.
Is there way I can file for an appeal/dispute. But on the other hand wouldn’t closing the account erase everything?
No … you are still THE account owner.
Verification identifies the OWNER as a real person; not some changeable eMail address / AppleID.
I just don’t think it’s fair to me that because I got scammed I can’t use one of the main features of iOS.
If I close the Apple Cash Account I’m still considered the owner even after it’s terminated? Is there a way to get this appealed?
