I wanna get rid of $0.75 on my balance so I can change regions any suggestions.

To do that, as per this support article:--> Change your Apple ID country or region, you need to contact Apple directly using the specific link provided at point #3 or the section "If you can't change your country or region":--> https://getsupport.apple.com/?caller=kbase&PGF=PGF63005&category_id=SC0998&symptom_id=20198
