iMac 27" is not powering on. service center said logic board to be replace, costing 40% of system cost. service center also said there are two types of pricing for logic board, under exchange Rs.47,000/- (Indian Rupees) and without exchange Rs.1,00,000/-. Does apple has this policy. Do they repair the logic board taken from our system and resell it or follow the e-waste recycling procedure

FYI, The Logic Boards on the 2019 & 2020 iMac models tend to have a higher rate of failure in my own personal experience supporting my organization's iMacs. I've replaced more Logic Boards than power supplies. Older iMacs it was always power supply & hard drives.
A standard Apple repair usually involves the exchange price for the parts. The AASP must return the defective part to Apple for core credit. The only time I could see the full stock price being used is when there is egregious damage to the part since even Accidental Damage should be covered by the exchange price.
Apple usually tries to repair & refurbish a defective Logic Board in order to put it back into the replacement part rotation.
What year model is your 27" iMac...?

If it is a 2017 or earlier model, then it is time to consider a replacement instead of a repair.

I doubt Apple have such policy. Just wonder if your repair shop is Apple Authorized or not.

Did they even open the Mac up? Because it could be a faulty power supply. If they’re quoting without, I would avoid and take it to another AASP.
I’m sure you eliminated the PS before swapping the boards out. The OP might not have been that lucky…
