Most likely, it means that the Hosts (the Apple employees who run this forum) have pulled it from public access while they determine if posts need to be removed or redacted.
And sometimes, the forum gives obscure error messages.
I would presume the hosts who run the actual forums are watching the topic for content that is not allowed.
