Is there a way to organize MacOS Mail Rules? I have quite a few rules now and would like to find a way to make them more efficient and remove duplicates. Is there a way to move a rule up or down in the list? Or maybe export the to a list where I can sort them manually? I'm using Sonoma 14.5.

You are right, dragging one of the actions within a rule doesn't work.
I suspect one would have to dig in the rules plist files and edit them to reorganize the actions (here is where to find them: Where are Mac Mail rules stored on my Mac? - Apple Community.)
This would incur some risk of corrupting the files, though. If you go down this avenue, make sure do back up your Mac before attempting.
I have tried that many times to the left, right, and between the elements of the rule using both the mouse and track pad. Is there some setting that enables this?
Unfortunately I (inadvertently) wasn't being clear: I am trying to edit the steps within a rule selected for editing; not trying to rearrange the higher level rules themselves.
