Cannot verify my capital one debit card on apply pay.

I’ve been trying since December to verify my Capital One debit card. Every single time I get “ hit a snag. Try back later.” I just called Capitol One to verify and was told they cannot verify over the phone anymore. The rep said that unfortunately there is nothing they can do at this time. They are making notes and hoping the issue will eventually be resolved. Is there anything else I can try?

I do have a joint bank account but we use the same ID and password. I read on here that could be a problem.
