You can try unchecking/recheck Messages in iCloud
>System Settings>AppleID>iCloud> Show More Apps...

Sign out of iCLoud, and back in again to jump start sync
Sign out of iCloud on your devices
Did first bit of this suggested process and it did not clear up the issue. Followed up with the next by "Sign out of iCloud" (also unsuccessful), even restarted computer; However, It is unclear if I should "Sign out of iCloud" only on my affected device vs all devices (affected or not)?
