My iPad says storage full even though it has 34.42 GB left
my ipad 9th generation 64gb has only29.59 gb of storage but it says memory is full even though i have 34.42 gb left

Where, precisely, do you see a notification or warning that your storage is full?
Perhaps the notification simply refers to your available iCloud storage. Unless you subscribe to an additional iCloud+ plan, your iCloud storage is limited to just 5GB - this being adequate for basic synchronising of Apple services between devices, but rarely sufficient for storing all but minimal data or photos.
