Is my Mac OS storage normal?
ey everyone I see people have Mac OS storage 9 - 14 gb but mine is 19.39 GB and I don't have any apps installed and anything at all is this normal?

I never look at the information in the macOS Storage Management area as in your screenshot since that information tends to be wrong. It is possible it is consider the main OS and the "update" volume where an OS patch is being staged. I do know there is usually the main OS volume and another "update" volume.

About Storage:
Looks fine to me. If anything comes into question, it's how much is seen under System Data. That is mostly caches. So, what is seen there?

Clearing System Data:
System Data is caches, VMs, and more.
Set Up a Genius Bar Appointment:
These is a direct way of rigging of it, but is takes some effort. So, take this to Apple, and see able getting this fixed. Set up a Genius Bar Appointment at your local Apple Store. There, it will be looked at and you'll be provided with your options to fix this.
