Forwarding emails with attachments

I am trying to forward an email that has attachments from the native iphone mail app on my iphone 14 (my wife is also having the same issue with her iphone 15 pro max. When I click forward, it brings up a new draft email, however, I get a message that states "Unable to Attach -- one or more attachments failed to load" Then I get the option to "Compose Anyway" or "Cancel". I have tons of storage space on my phone, and it was been updated to the latest version of iOS. This has been an issue with my last two iphones, and due to the nature of my work, if I can't get this resolved, I'll be looking into getting an android phone.

Can you assist?
