'No Storage' message repeatedly popping up

My phone has very little storage left and I accidently clicked on a app that I have previously off loaded. My phone tried to start downloading it but as there is no space it popped up with a message saying that it is 'Unable to install it because there is not enough storage' and gives me the option of either pressing 'OK' or 'Settings'.

However, when I press 'OK' the message immediately pops up again, and this repeats in a constant loop. My only options are either pressing 'Settings' (see below) or turning the phone off.

Alternatively when I press 'Settings' it takes me to the Settings-Storage page where, if the storage data loads, I am unable to click on any of the apps (and therefore cannot create more storage). Sometimes the storage data never loads. My only options are leaving the settings page, at which point the never ending pop-up returns, or turning the phone off.

When I turn the phone off I can go to the lock screen where I am still able to do things like turn the torch on or the camera (here a general storage message pops up) or bring the top corner menus down. But as soon as I log in the pop up starts again.

I have tried putting it into airplane mode, the pop up continued in the same manner.

Any advice would be greatly appreciated! It is a iphone 11.
