Web forms can enforce their formatting. There are likely two options:
If this is in a document on your Mac, it's autocorrect in action; after you enter your SSN, just remove the dashes.
If it's on a form on some website, it's required by the website.

Can't help you there. You could *TRY* contacting the IRS about it; look on the page for some kind of support or error reporting method.
Perhaps you could report it on the IRS Accessibility page -> https://www.irs.gov/accessibility You can enter the URL of the page that gives the SSN error, and for Type of Issue, scroll down to select "Other - please specify - 60 characters max."
