When setting up my new iPad (10th) photos synced from my iPhone to iPad. I do not want them on my iPad due to storage space. I have turned photo sync off but need help in safely removing these from iPad without deleting from iCloud/phone.

If you have disabled iCloud Photos for your iPad, unwanted photos can simply be deleted from the iPad without affecting photos already synchronised with iCloud - or other devices (such as your iPhone) that continue to synchronise with iCloud.
You can disable iCloud Photos from iPad settings:
Settings > [Your Name / AppleID] > iCloud > Photos > Sync This iPad - set to OFF
After you have disabled iCloud Photos on the iPad, its local Photo Library is independent of iCloud - and unwanted photos can be safely deleted as required:
