With the new WWDC update where you can create custom emojis do you need to have iPhone 15 Pro with it?
iPhone 12 Pro, iOS 17
There is no indication that I can see that the custom emojis will be restricted to the iPhone 15 Pro.
Apple Intelligence is restrict to the iPhone Pro/Pro Max.

If you need your iPhone to work, or need important apps to work, or the iCloud data to be available and uncorrupted, I would not suggest running the beta. If you do decide to load the beta, have a backup created before loading the beta, as restoring that backup is the only way to revert the beta without resetting the iPhone, or without waiting for iOS 18 later this year.
How to use it then
You wait until iOS 18 is released in the fall and find out.
