Pre-Order means it is not yet available, but you can purchase it now and wait until it is released.
Once its released it should be available in the Purchased / Library section the Apple TV app.

On what device is this happening?
Are you signed in to the Apple TV app on that device, with the matching Apple ID account from the purchase?
Then it should appear in your Library now, and be marked as purchased in the store.

Yes, it was released.
I got an email stating my preorder movie is released and available to download. I clink the download process, it brings me to purchasing the movie. It’s not in my library.
