How to cancel a pending purchase?

I've been trying to cancel a pending purchase for weeks and I saw a reply here that I can cancel it by clicking cancel purchase next to the price and there isnt any cancel purchase for me. I followed every step that was given such as opening app store and clicking on the profile at the top right and clicking purchased / purchase history and clicked on the pending purchase and there isn't any cancel purchase. How do I cancel it? I've contacted apple support and they didn't respond and i've contacted the support of the app with the pending purchase and they also didn't respond.

Pending purchase can only be removed the merchant that place the hold or made the initial transaction. Pending cannot be removed by account holder or bank. Please contact the merchant and explain that they still have a pending charge on your transaction.

The pending button your saw recently was in regard to using Apple Cash and sending funds to another Apple Cash user via Apple Messages app.
