windows device duplicated in account list

Windows device keeps duplicating in accounts list. I remove it from my account over and over but it continues to return. This has been happening since I purchased an iPhone in 2017. I have two PCs and three iPads in addition to the iPhone. Only one of the PCs duplicates in the list.
