My daughter has Iphone 11.
I have samsung S24 ultra.
I'm trying to download apps for her but it keeps asking for permission and I'm not getting the permission request anywhere!!!
Where does the requests go???
If I can't get them because I have android, how do I download apps for her??

Requests should go to the Family Organizer's Apple devices, iPhone, iPad, Apple Watch or Mac. They will not appear on an Android device.
How did you set up family sharing for her without an Apple device?

Kind of hard to help if you don't know what you did. You cannot have setup Ask to Buy without an Apple Device.
I wonder if its actually asking for approval or if its asking for you to verify your payment method?
If it is asking for purchase approval, you can approve directly on your daughter's device by selecting the "Approve in Person" option as explained in the support document I linked to in my previous reply.
...Tap Ask. If your parent or guardian is nearby, you can tap "approve it in person" and they can approve the purchase directly from your device.
