Is it possible to add Two Factor Authentication to an Apple ID using only Security Keys? I have tried to add 2FA using my Mac, and an iPad, but have been unable to advance past the phone # prompt to the Security Key prompt. I do not have a trusted phone number, but do have 2 YubiKeys.
If it's not possible to add 2FA to an existing account, is it possible to set up a new Apple ID using only Security Keys?

No. You need to have two-factor authentication turned on for your Apple ID before you can add security keys. See information in About Security Keys for Apple ID - Apple Support

Specifically:
2FA codes will not be sent to — and can not be generated by — trusted devices, or sent to Trusted Numbers.
The “normal” 2FA behavior is immediately restored if the user subsequently removes the Security Keys.
